Background

The IRS’s Identity and Access Management that provide secure access to twenty-nine mission critical IRS business systems to tens of millions of tax filers and tax professionals needed to be modernized to the latest NIST standards (800-63-3) for Digital Identity Management.

The Solution

Design, engineer and develop the Internal Revenue Service (IRS) Secure Access Digital Identity (SADI) platform system based wholly on National Institute of Standards and Technology (NIST) Special Publication 800-63-3. The new Identity Credential and Access Management (ICAM) system is built upon the latest industry standards and products to securely and seamlessly integrate IRS with the Id.me credential service provider (CSP) for identity verification and securely enable tax filers and tax professionals to access 29 IRS business applications. STP had a significant role in this effort and included leading the Architecture and Development along with execution of all infrastructure engineering, design, software development, COTS and middle-ware integration, unit testing, implementation of auditing requirements, implementation of enterprise monitoring, deployment of code and Infrastructure components and performance engineering/stress testing. Not only is the IRS one of only a handful of agencies that have successfully implemented NIST 800-63-3 with id.me, but it is currently the largest implementation with tens of millions active users, highly scalable to support 1400 transactions per second (TPS) and over 100 million user accounts.
